"On Thursday, September 9, 1993, Norwegian foreign minister Johan Joergan Holst carried a letter from Yasser Arafat to Yitzhak Rabin recognizing Israel, renouncing violence, and pledging support for repeal of clauses objectionable to Israel in the PLO [Palestine Liberation Organization] charter. Rabin, for his part, signed a letter recognizing the PLO as the representative of the Palestinian people and accepting the PLO as a negotiating partner."
